Project Overview
The Study and Evaluation of Roads’ Conditions and Operation of the Road Asset Management System (PMMS) in the City of Riyadh is a large-scale infrastructure asset management project aimed at enhancing the planning, maintenance, and sustainability of Riyadh’s municipal road network. The project focuses on establishing a unified, data-driven PMMS framework that supports accurate documentation, systematic condition assessment, and informed maintenance decision-making. By applying standardized asset management methodologies and performance-based evaluation, NAMAA Consult supported Riyadh Municipality in improving maintenance efficiency, budget utilization, and long-term road network performance across one of the largest urban networks in the region.
Scope of work:
- Develop a unified and standardized mechanism for accurate documentation of road network structures, including classification, segmentation, and asset inventory.
- Conduct systematic assessments of road network maintenance needs based on condition data, performance indicators, and serviceability levels.
- Establish maintenance prioritization frameworks for municipalities, considering technical condition, traffic volumes, safety, and socioeconomic impact.
- Prepare practical and precise budget estimates for road maintenance, aligned with identified needs, prioritization criteria, and available funding.
